No guns for zp sniper

I know I've seen this problem before on our old UT99 server... but been a while since I've set-up a server and ran into a snag very early on.

have a server set up and we thought it was all good...
but whenever ZP (sniper) is turned on...

we have NO GUNS!!

They are gone/ disappear.
ie: we just run around with nothing in view. Bots don't have guns either but can shoot.

Turn off zp and it works fine (but we want zp). its really bizarre. I do seem to recall a fix or reason for this...but I searched and didn't find the solution.

anyone remember what this issue is from?

I remember running into this problem when messing about, trying to make an arena mutator. I was trying to make the Redeemer Arena... but failed

make sure the ServerPackages= line is at the bottom of the list and there are no spaces after it

Make a mod on with no guns... only fists and punching. That way, I can punch a player out as soon as he/she respawns in 2manjob, while my team grabs the flag.

Ok, that was corny.. but it would be fun.
